the python3 bindings for KDE aren’t packaged for archlinux.

the package name for the python2 bindings implies that they are, and doesn’t follow the naming schema in all other packages (“python” → “python3”), see  FS#28910

would someone please add a dependency upon  bug 28910  or give me the ability to do so? thanks :)
