Well, how is this a problem? As far as I know, celt is meant to operate at 48khz.

Celt library can be used in various application, VoIP for example (I'm using celt in my project for this task). In this case sampling rate may differ, from 48 kHz. If this option is disabled, celt will work at 48 kHz only. Enabling custom modes support increases library size, but I don't think, that it's a important issue for desktop oriented Linux distribution.

Is enabling this mode standard and recommended? Do other distros do it? I'd like to not present unexpected behavior. I don't think enabling this mode is of much use if other distros do not use that. Opinions?

Fedora uses that option. Good enough for me. Adding this.
