I can login to cupsd as root, and list printers. Then I
remove a printer, and now /admin/ is forbidden.

Haven't heard of this. Seems to work everywhere else. Please use a
default cupsd.conf and increase the log level. Then provide more
informations. Sounds more like a configuration issue.
