Official mirrors should sync all contents of the upstream mirror and there's no lastsync file in the root. See https://wiki.archlinux.org/index.php/DeveloperWiki:NewMirrors.

sorry about that. All contents are now being mirrored. lastsync is also present now that the server is syncing the root.
