Is a locale or language being used here? This doesn't make a whole lot of sense; why is printf trying to interpret the string as an option?

Nope, this makes sense.

$ printf --help
-bash: printf: --: invalid option
printf: usage: printf [-v var] format [arguments]

$ printf -- --help
--help

Definitely a locale/translation issue, though (which we can prevent from happening).
