Had the same problem in kde 4.7.x and now in kde 4.8 betas + release candidates.

Created a new user -- same problem with both: the unmodified default panel which is created when first logging in into KDE and when creating a new 'default panel'. Perhaps you misunderstood the problem (see attachment):
The mouse cursor is directly over the quicklaunch applet but the popup is still for the taskmanager. I cannot right-click the quicklaunch applet neither.
