The net-snmp does not have an init script in /etc/rc.d. Nor does it have OpenSSL as a dependency even though it is linked to libcrypto:

[root@cavern:~]pacman -Qi net-snmp | grep Depends
Depends On : None
[root@cavern:~]ldd `which snmpd` | grep crypto
libcrypto.so.0.9.7 => /usr/lib/libcrypto.so.0.9.7 (0xb7d4c000)
[root@cavern:~]pacman -Ql net-snmp | grep /etc/rc.d
[root@cavern:~]
