Please add some group (eg. just reuse network group) which has ability to modify networkmanager's system connections:

example

[Allow group network to create wireless connections for all users]

ResultActive=yes

Our default setup allows to control networkmanager when you make use of consolekit, and we'll keep it that way. If you don't want to use consolekit, you're responsible for your own rulesets. We won't use group membership.
