rc script reports ok but stunnel does not start

please add something like this to rc.d script before stunnel start

[ -d /var/run/stunnel ] || mkdir -p /var/run/stunnel

I'd prefer to see tmpfiles.d used, since /run (/var/run) could be on tmpfs. I don't think /etc/rc.d scripts should create directories on their own. It's as simple as creating a file such as /usr/lib/tmpfiles.d/stunnel.conf:

d /var/run/stunnel 0755 root root -

here's an implementation of falconindys suggestion. it keeps the same user/group as the packaged /var/run/stunnel.
