rc.sysinit is not supposed to be modified by the user. It should really be living in /usr/lib/initscripts or something like that rather than in /etc to make this clear, but that would cause a headache on upgrade.

If you really want to use your own rc.sysinit, you can copy it to /etc/rc.sysinit2 and update your inittab accordingly (though this will be 100% unsupported).
