As far as I know there isn't a Russian translation for rekonq yet, so there's not much we can do about it until it's added upstream. I'd suggest that you raise an upstream bug report, similar to this one:
https://bugs.kde.org/show_bug.cgi?id=284048
(or contribute a translation).
