When arts is the only package from kde group installed, it's simply unusable. There are two reasons:
a) programs in /opt/kde/bin are not reachable because the directory is not included in PATH,
b) libraries in /opt/kde/lib are not reachable because the directory is not inlcuded in /etc/ld.so.conf.
As a solution I suggest to:
a) remove /etc/profile.d/kde.sh from kde-common,
b) remove adding /opt/kde/lib to /etc/ld.so.conf from kdelibs.install,
c) add /etc/profile.d/kde.sh to arts,
d) add adding /opt/kde/lib to /etc/ld.so.conf to arts.install.
If it is done that way, arts will be able to work without other kde packages. And there won't be any problem with other kde packages, because they all require arts directly or indirectly.

In other words, arts should just depend on kde-common and kde-common needs the /etc/ld.so.conf update, just in the same way we do with gnome-common and mozilla-common.

Yes, but why should I install kde-common if I'm not going to install kde?

it's a meta package which inlcudes config stuff for kde, if something needs to be changed in config no need of updating a huge package like kdelibs is needed anymore.

well perhaps this weekend, i'm really busy atm
kde 3.4.1 is scheduled around end may don't know if it's worth to update kdelibs + arts + kde-common for this, i look if i have time for this now
