Description:
In order to build fcron it's necessary that a user 'cron' and a group 'cron' exist, using the UID/GID does not work with it's configure/Makefile.

Additional info:
UID and GID for 'cron' is 22.

If the 'cron' user is needed if and only if a cron daemon is installed, then I'd rather not keep this in filesystem, but in the individual package. I don't feel strongly about this though, if anyone wants to suggest a better policy for /etc/passwd feel free...

As to building fcron without the cron user/group, this seems like an upstream bug.
