Description: every time I upgrade linux kernel, I have to reapply psmouse-elantech. Could someone add this to the required patches for kernel before actually releasing official kernel package?

Technically that package is just a module, not a patch. You would save yourserlf rebuilding on every upgrade by pushing the modules in the correct directory. Look at nouveau-drm-lts for an example.

As for including it: no, not unless it's taken to linus kernel upstream. We also have an open bugreport for ALPS touchpads at https://bugs.archlinux.org/task/26654 which is also still not applied to our kernel and probably won't happen unless linus applied it to the upstream tree. Adding random patches to the same drivers will probably result in conflicts or other hardware that won't work anymore.
