FS#26602.Mark bugs as won't fix and close them with a proper message if it makes sense, but don't expect (and continiously remind) people to keep tons of packages they simply couldn't care less about. In the repos as they are today, this funny "rule" of yours is violated at least several dozen times.
Do you mean that sometimes packages from 'base' are mentioned in 'depends' array or something else?
