Description:

The netbeans start script uses "which" to determine the JDK location. Thus netbeans should depend on "core/which", but does not so in "community/netbeans-7.0.1-1".

'which' is in the 'base' group and we expect you to have it installed; packages from that group are not listed as dependencies.

I was about to say the same as karol. Base aren't listed under depends, base-devel isn't listed under make-depends because they are both implied.
