Description:

My system is set up to start the Desktop Effects, but Desktop Effects will not
automatically start anymore. This started happening after a major upgrade a month
or two ago, and occurs consistently along with a Plasma crash at login and shutdown.

If I try to turn the effects on using the System Settings/Desktop Effects
control panel check box, Nepomuck will spew out a number of
errors indicating that the effects couldn't be started. However, if I use the
Desktop Effects toggle keys I have no problem starting my effects.

IMHO, it would seem that Plasma has at least two different paths to start
up the desktop effects (and possibly other Plasma objects) one of which has a bug in it.
I'm ok with this workaround for now, but I hope that this might help whomever is looking at some
of the other Plasma issues find a solution. If I can be of further help please
let me know.

I'm not sure which ones to look at and forward.

Steps to reproduce:
To get the Nepomuck messages, open the System Settings/Desktop Effects panel and ensure that the effects are off. Save any changes, then reboot the system.

After reboot, go back to the Desktop Effects panel, enable the effects and Apply. Nepomuck should spew a bunch of "can't start" messages.

Hit the toggle keys (Alt-Shift-F12). Desktop effects should start.

Nepomuk has nothing related to the desktop effects. Did you install some extra effect/plasmoid from AUR or others repositories?
Please try with a clean config or a new user

Sorry, I should have clarified. There isn't a problem with Nepomuck, it's doing what it's supposed to. I was just trying to indicate that when I use the toggle checkbox I get error messages after pressing Apply, but if I just use the Alt-Shift-F12 at any time the effects will turn on without errors.

I'm not using any AUR plasmoids as far as I know, just the items that came with the install. I have the System Info, Notes, and Trashcan on the desktop.

I will create a new user and report back. If I can, I will also try to create a completely new install on a separate drive, that will take a little more time obviously.
