It's a regression. Downgrade to 2.8.4-2 helps.

I can reproduce this. However, upstream report is far more useful when you know the program/procedure with which the zip file was created (I have not found this out yet).

I'll eventually rebuild this with the upstream patch.

It causes problem in josm package also:  FS#26168

Fixed in libarchive 2.8.5-2, josm-tested.jar extracted properly now.
