Description:
I tried to install compiz-config-gtk and got the following:

~/ sudo pacman -S compiz-fusion-gtk

Apparently, compiz-core and libcompizconfig in the repos are at 0.8.8.2. And yes, I've done a pacman -Syyu from the most recently updated mirror as of right now.
Since the dev versions in the AUR are at 0.9.5.0, I assume this is a packaging error.

You assumed wrong, it is a user error. You likely have one or more packages from AUR (from your error message I presume at least compizconfig-python).
