I have remarked that the sysctl.conf file is not applied during the boot proccess. That could be problematic with the IPv6 tempaddr parameters. I attach a patch to correct this problem. If you are suggesting we support a new interface (which the configuration file/folder is), please provide links to show what other distro/systemd does. I'd be very reluctant to add an interface which is not supported by (almost) everyone else (or at least on their todo list).
I have sent a mail with the patch in attachment.
For your information, the idea to split the sysctl.conf files was inspired by Debian architecture.
