wifi-select uses iwlist from the wireless_tools package, but does not depend on that package.
The best solution would be to use iw instead.

iw is not implied by any dependency either and using it is thus not the best solution. wpa_cli is implied, and could be used (through the scan and scan_results commands). netcfg contains some functionality as well (in the 8021x file).

Not sure what todo, wireless_tools is drepreacated by netcfg,it provides iwlist -> could be added as opt dep

If it would dep on wpa_supplicant it would still work? ( you need that anyway for wireless )

wifi-select needs also ifconfig from net-tools.
