pacman pkg ships abs which wants cvsup to run. [it won't crash it will inform the user :D]
shouldn't pacman pkg require cvsup then?

Additional comments about closing:  This way is more flexible -- not all pacman users use ABS. Pacman itself does not require cvsup.

Nope, because we only include run dependencies in pacman. In fact, pacman doesn't have any dependencies, because the most important part, pacman, is provided as static version.

what about adding abs to another package then?
maybe the one with the devarchertools?

Why bother, if it actually informs user, that cvsup is needed for abs to sync? I guess we (i.e. Arch community) wanted to get rid of unneeded deps, why should we force it here? :-)

Ok I agree that abs informs the user about cvsup.
I just ask if this normal. Is it normal for a package to have an extra dependency and just inform the user to install it?
If yes (so pacman pkg is an exception of the whole logic of AL), close this bug
If not, then just leave only pacman in pacman pkg and make the other stuff in another pkg.
