Description:
Stopping iptables fails because /var/lib/iptables/empty-security.rules does not exist. The other files in /var/lib/iptables are shipped in the iptables package, so I assume that one should be, too. The list of necessary files is farmed from /proc/net/ip_tables_names (lines 38-41 of /etc/rc.d/iptables). I've tested this on i686; I don't have my x86_64 machine handy to corroborate, but I can only assume it affects that architecture as well.

Additional info:
iptables 1.4.12-1

Steps to reproduce:
$ sudo /etc/rc.d/iptables stop

Where the heck does this table come from? It looks like SELinux, ugh. I'll add a file for it.
