Description:
just downloaded this vte emulator to test and when i try to start got this following error:
$ sakura
Not valid config file format

Additional info:
sakura 2.4.1-1

Steps to reproduce:
just download and try start

Additional comments about closing:  just pushed 2.4.2 which fixes it according to the upstream bug report

This could be upstream change http://bazaar.launchpad.net/~dabisu/sakura/sakura/revision/346#src/sakura.c (verify please, and report upstream)
Workaround: touch ~/.config/sakura/sakura.conf

No, I've tried it already, it doesn't work for me.

[karol@black ~]$ touch ~/.config/sakura/sakura.conf
[karol@black ~]$ sakura
Not valid config file format[karol@black ~]$

You are right, file has to be non-empty (try a space or newline).
