UEFI spec require a OS bootloader to place the kernel in such a way so that it is relocatable, according to https://patchwork.kernel.org/patch/865582/ (CONFIG_EFI should select CONFIG_RELOCATABLE) . This change does not affect booting in existing system or even in BIOS systems but will enable circumventing some of the problems of booting linux in UEFI systems.
