DetailsI just installed gnome-packagekit and gnome-settings-daemon-updates (3.0.1) and I don't see any settings in gnome-control-center.
I don't really know if it should be, but wonder where the settings would be available then. I tried restarting gnome-shell, logged out and back in and even tried a reboot. After having a look with gconf-editor I noticed that /apps/gnome_settings_daemon/plugins/ doesn't have any entry for this plugin. Could this be a pointer the where a possible issue relies? why do you look in gconf-editor when the package uses gsettings schemas? you should use dconf-editor and not gconf

The basic config is a standalone (I think) program in gnome-packagekit (called Software Updates IIRC). gnome-settings-daemon-updates is a plugin for gnome-settings-daemon, not gnome-control-center. it will prompt you when updates are available and/or when pacman would usually print some message. ioni is right, look in dconf-editor for the real settings
