DetailsDescription:
kdesdk-kate package requires kdebase-lib package to work properly. Without kdebase-lib package the included "filesystem browser" plugin will not work properly. When trying to create a new file in the filesystem browser's sidepanel by clicking right mouse button and selecting "Create new" option, the "Create new" menu will not appear without kdebase-lib package, thus making it impossible to create any new files.
