It does not seem to be part of the kernel[1], but you can grab it from the AUR[2].

I wasn't aware that there is a linux firmware release that defines the content of this package. But it's strange that the firmware isn't included, because the driver is part of the kernel, the firmware for the old driver is in the package and wifi adapters that used to work out of the box now don't. Also, getting the firmware could be difficult without the firmware. Could be an unpleasant surprise when you need an USB wifi adapter for the first time after a kernel upgrade while being away from wired internet.

Just noticed that the ar9170 firmware was also taken from an external source, so I think you are right. I've included it in my linux-firmware-git package and I guess it will get into linux-firmware soon as well. Thanks.

carl9170-fw is still not added in linux-firmware but ar9170-fw is still included.
But the ar9170 driver was dropped from the kernel since version 3.0, so there is no point in shipping the ar9170-fw with it, you really should replace it by car9170-fw or at least delete ar9170-fw.

The firmware will be added to the package when upstream adds it. It is valid to keep the old firmware for people running older kernels.
