Description:
Starting from kernel 2.6.37, it seems to be possible to limit read and write speeds versus a block device to specific values for specific processes.
CONFIG_BLK_DEV_THROTTLING=y is needed in kernel config.
Seems harmless, why don't enable it by default?

Additional info:
* package version(s)
kernel26, starting from 2.6.37-1
