Description:
After upgrading the kernel from kernel26-2.6.38.3-1 to kernel26-2.6.38.4-1, my input devices stopped working on the USB 3.0 ports. Storage devices such as USB flash drives work correctly.
With the problematic kernel, "Apr 29 04:22:02 localhost kernel: [ 564.026452] usb 1-3.2: can't set config #1, error -22" is returned when an input device is inserted and the device is not powered and does not respond.

Relevant hardware info:
02:00.0 USB Controller: NEC Corporation uPD720200 USB 3.0 Host Controller (rev 03)

Steps to reproduce:
Upgrade kernel and kernel-headers to versions 2.6.38.4-1
Insert input device into USB 3.0 device

This seems to be a pretty widespread issue. (Just checked by googling and there are definitely more bug reports than before.

Commit 926008c9386dde09b015753b6681c502177baa30 seems to be the culprit according to several comments there.
