On the wiki page for compiz, it says that the recommended way to auto-start compiz is with a compiz.desktop file. However, you have to modify the existing file, which is already provided by compiz-decorator-gtk. To me, it would make sense that the package itself patches this fille to change the Exec line to compiz ccp, so that settings are automatically loaded by default. I don't see a reason why this wouldn't be default, because I'm sure that 99% of all users that would use Compiz would change the file anyway. For the few users that do not want this functionality, the wiki can be updated to point users to edit the file, but I'm not sure that there are many out there that would.
