the logwatch package creates two links with the following user/permission settings.
lrwxrwxrwx 1 root root 39 3. Mär 16:15 /usr/sbin/logwatch -> /usr/share/logwatch/scripts/logwatch.pl
lrwxrwxrwx 1 root root 39 3. Mär 16:15 0logwatch -> /usr/share/logwatch/scripts/logwatch.pl
