re-reading my previous bug report (22986) I suspected it was a similar problem and made a patch to fix the problem. After recompiling the package with the new patch gnome-screenruler works fine. This time the patch is not needed for ruby-pango.

Hm. I had actually removed that exact patch because I was under the impression that the problem had been resolved upstream. Thanks for reporting!
