I can't see any difference to other langpacks. Have you tried to remove ~/.config/.libreoffice ?

rm ~/.config/.libreoffice

It did not help. Russian language interface is there, but an office suite can not do hyphenation. Since there is no language modules.

you will need an additional package hyphen-ru. that's not shipped in libreoffice-ru.
