The libpci shared library is needed by cpupowerutils: https://lkml.org/lkml/2011/3/11/105 which will probably replace cpufrequtils.

I dont know of any reason not to include the shared library. Debian and Gentoo build it, Slackware on the other hand does now.

It seems that having both a shared and a static library isnt possible (or even needed?) with pciutils.
Im not sure what would switching to a shared one will involve.
