It would be useful to be able to automatically activate on boot the profile(s) that was active during shutdown.
This would be handy if I need to use a profile other than my default one for several days: once I choose it I will only have to switch back to the default profile when I really need to and not upon each boot.

This could be exposed by an option "last" (similar to "menu") in rc.conf

I guess it's ok to store a semi-persistent file in /var/run on stop, and add an option in netcfg that uses this file as the profile list.

It can't be in /var/run as it is not supposed to be persistent on reboot (and we would like to support it being on tmpfs (symlinked to /run). However, I guess it could be in /var/lib/netcfg?

That seems ok, it matches the behaviour of /etc/rc.d/alsa
