There seems to be problem with upstream build system even though the release tarball contains the required po/pot files. This should be reported upstream at bug-grub mailing list or #grub in irc.freenode.net .

The upstream acknowledged that there is a problem with the locale build system since locale files are developed independent of the main project. But its low in priority to the devs so i guess this won't be fixed anytime soon.

This has been corrected in grub 1.99 final release.
