there seems to be a group called "xfce4-themes" as well as a package by the same name. So if you ask pacman to install xfce4-themes, it only installs the package.

Fixed in CVS:
moved packages from group xfce4-themes into group xfce4.
Packages will be rebuilt with next xfce4 release (should be 4.0.4).
