We want to add viewing, adding, and deleting (if you're a TU) of comments for the launch.

Fixed. Users can now add a comment to a package. The original submitter, TU and/or dev are allowed to delete comments. Package comments will show up under the 'details' view. To delete a comment, click the X image.

Oh... And users can change a package's category too.
