DetailsThe exim package contains a "newaliases" script, which is advertised in the example aliases file shipped by the package and builds a dbm database in /var/spool/exim/db/aliases, containing the values of /etc/mail/aliases. This database is not actually used for lookups anywhere in the default config, so the script should either be removed, because it is confusing, or the config should be updated accordingly.
