DetailsKdelibs needs docbook-xls and docbook-xls as dependencies. It is, after all, a dependency of kdelibs. It's needed by KHelpCenter and whenever a user needs to compile an application.

This is not an opt-dependency. There's no graceful fall-back for when docbook is not present. Kdelibs marks it as a mandatory dependency, and it assumes it's present; Arch is breaking its contract by not installing it and also breaking KHelpCenter. Really, it's needed.

No. Do you need to use KHelpCenter? then install docbook-xsl. Do you need to build an application? Then add docbook-xsl as makedependence.
