Description:
libvirt needs bridge-utils to create bridges. Therefore, it should depend on the package.

it is already optdepends=('bridge-utils: for briged networking (default)'

is it strict dependency now?

libvirt can theoretically work without it, but almost everyone will create bridges for their VMs.
Also, starting the network will fail pretty obscurely if it's missing (in my case):

error: Failed to start network default
error: internal error cannot set forward delay on bridge 'virbr0'

I figure this is essential enough to be a strict dependency.

in this case you should have checked pacman's output, bridge-utils isn't a true dependency of libvirt cause for running it doesn't need it
