Description:

When using the web interface, the only way to edit some settings is by editing the settings file with at text editor. The only way to edit settings while it is running is to call kill -HUP on it (otherwise, the settings will be overwritten when you exit).

Would it be possible to add a 'reload' option to the rc.d script that would kill -HUP the transmission daemon?

Steps to reproduce:
- Load the transmission daemon
- Edit some settings with a text editor
- restart the deamon
- setting changes are lost
