Not even sure how to solve this, but  FS#22173  was the actual case. I needed to rebuild just the -docs package to get rid of a conflicting file but have to rebuild and upload the entire set due to the way our devtools scripts have no capability to just do one specified package. Yes, I know this would make subversion and the repos disagree slightly, but it is a bit silly to make users get three new packages for one simple change, especially on a long-running service like a database.

I would not make subversion and repos disagree. You can override pkgrel for a single package.

With our current repo/svn structure I don't see a sane way to implement this.
