Details

filesystem depends on iana-etc, but iana-etc is not available on the core x86_64 CD (at least). iana-etc is not in the base group either. Since it is generally assumed that packages can depend on base-group packages without necessarily declaring them in the depends array, iana-etc should be put in the base group.

Please see  FS#22043  and reopen it if this idea is rejected.

iana-etc is in core and must not be in the base group because other base packages (here filesystem) depend on it. Also your assumption about dependencies is only correct for makedepends; regular depends have to be declared.

Suggestion: close as "not a bug"
