You need to build in a clean chroot: https://wiki.archlinux.org/index.php/DeveloperWiki:Building_in_a_Clean_Chroot
Otherwise, the python3 installed on your system will be chosen over python2.

But to use abs one surely doesn't need to do this, no? Shouldn't the default behavior of any given package be to build in the user's standard environment?

The default behavior is to build in a clean chroot, so the package can then go in the repositories.
Now, I have added PYTHON=python2 to the PKGBUILD just in case some day one dependency of avahi starts depending on python3 and we have both python3 and python2 in the clean chroot. As a side effect, it will work for you in makepkg. :)
