PulseAudio is about to move into [extra], but (to the best of my knowledge) there are no work underway to add PA support to the KDE packages. This is the second of two issues I'm aware of (the other being kmix support).

Desired behavior:
1) If pulseaudio is not installed, phonon should behave as it does now.
2) If pulseaudio is installed phonon should use native pulseaudio support.

I have an AUR package that obtains this behavior (but I think this belongs in the main package as it would benefit many users): <http://aur.archlinux.org/packages.php?ID=40423>.

The required changes to the phonon package are:

1) Remove '-DWITH_PulseAudio=OFF'
2) Add depends='libpulse'
3) Add optdepends='pulseaudio'

Again: if a user has not installed pulseaudio, the only inconvenience they face is to have an unused library (libpulse) on their system, but they should not notice the difference to how things are now.

The rest of us can start enjoying the benefits of PA, like increased battery life when using Amarok :-)
This task depends upon
