I have found that the file is still available at the site given in the PKGBUILD but it is now located within a subdirectory called "old" which means the new url has become http://librdf.org/dist/source/old/raptor-1.3.1.tar.gz.

May I also bring to your attention the most current version which is actually 1.4.5, its located at http://librdf.org/dist/source/raptor-1.4.5.tar.gz. I have installed this newer version myself using an updated PKGBUILD and have not encountered any problems so far.

Many Thanks.
