The PKGBUILD for gtk2hs-buildtools does not register the package with GHC. As a result, the Haskell compiler doesn't know that the package is installed. Consequently, all builds that depend on gtk2hs-buildtools fail:

Hmmm, I looked around a bit, and there seems to be no way to register an executable with GHC. The "runhaskell Setup.hs register --gen-script" command certainly refuses to do anything.

Chances are that actually the Cabal file for hledger is incorrectly listing gtk2hs-buildtools in the "build-depends" section, when it should really be listing the appropriate binary in "build-tools". That is what the haskell-cairo package does, which depends on gtk2hs-buildtools, too, but doesn't exhibit the build error hledger shows.

Since 0.13 hledger no longer lists gtk2hs-buildtools as dependency - it most likely was upstream issue in cabal file of hledger. Also to my knowledge there is no way to register/check executables with GHC - it's even listed in cabal file for haskell-platform, it says "Depending on programs does not work, they are not registered. We list them to help distro packaging."
