xfce-utils depends indirectly on x-server, which delivers xterm.
What's the problem?

hmm you're right about that. I know I had a problem with it. I wrote it down how I solved it ... but I wrote it down a little early. It was my own fault ... I didn't have terminal installed ... So, I suppose you may mark it as not-a-bug. Sorry.
